ヒューマンライツ・ナウは、2013年9月25日（ジュネーヴ現地時間）、

カンボジアの人権状況に関する国連人権理事会討議において、口頭発言をしました。

この発言では、政府の国有地の違法な賃貸に伴い、違法な土地収用が行われ、人々の

土地に対する権利が奪われていること、政府は国有地の経済的土地コンセッションを

停止する命令を出したものの、実際にはコンセッションは継続し、多くの住民が土地に

対する権利を確実にできていないことを、ヒューマンライツ・ナウの2012年の調査ミッションの

経過を踏まえて指摘します。

また、クラティエ州、プノンペンのボライケイラ地区、ボンコク湖周辺の土地紛争に関連して、

土地に対する権利を守る活動をしてきた活動家が不当訴追、投獄されたなど、人権活動家に

対する攻撃も相次いでいると指摘、さらに、立ち退きや集会鎮圧のために、軍や警察が

市民に発砲し、昨年は14歳の少女がクラティエ州で軍に銃殺され、今年9月は選挙に

抗議した若いデモ参加者が治安部隊に銃殺されたことを指摘。土地の強奪、人権活動家の

迫害、さらに軍・警察による民間人攻撃の停止を求めています。

こうした状況は深刻であるとして、少なくとも2年間は国連特別報告者の任期を延長すべきだと

要請するものです。

Thank you President,

In Cambodia, serious human rights abuses continue to be perpetrated, including forced evictions and attacks against civilian and activists.

Last year, Human Rights Now conducted the fact finding mission to investigate the land grabbing in Kratie, Boeung Kak Lake and Borei Keila in Phnom Penh. We found forced evictions in those three cases had no legal ground and constituted violation of land rights. Although the government declared moratorium of economic land concession, land concessions are continuously authorized in 2013, and most of farmers still do not have land title.

Throughout 2012, the arbitrary arrest, detention and prosecution against human rights defenders acting on land rights issues are perpetrated by the government, including the detention and prosecution of the radio owner Mam Sonando,  imprisonment of two female housing activists Tim Sakmony of Borei Keila and Yorm Bopha of Boeung Kak Lake. Ms. Yorm Bopha has been in Jail over 1 year.

We also witnessed the police and military often use brutal violence against civilian, which caused killing of 14 years girl in Kratie last year, and killing of a young man in the course of post-election protest this month.

Unfortunately, these violations have been normalized in Cambodia.

We expresses grave concern over ongoing human rights situation, and request the Council to extend the mandate of the Special rapporteur next two years. We urge the Council to closely monitor the situation and strongly urge the Cambodian government to end brutal violence against civilian, forced eviction and attack against human rights activists.
