背景

多国籍企業が世界的な影響力を拡大する中で、強固で義務的な人権デューディリジェンス（HRDD）に関する法制度の必要性はますます高まっています。世界最大級かつ最も影響力のある企業を抱える日本は、この分野において重要な役割を担っています。初めて日本で策定された「ビジネスと人権に関する国別行動計画（NAP）」や、2022年に策定された「責任あるサプライチェーンにおける人権尊重のためのガイドライン」を踏まえたNAPの改訂は、責任ある企業行動に対する世界的な期待が高まり続ける今、極めて重要なタイミングを迎えています。

2025年8月、ワールド・ベンチマーク・アライアンス（WBA）とビジネスと人権リソースセンター（BHRRC）は、日本のNAP改訂に向けた政策提言「⽇本における⼈権デューディリジェンスの推進：NAP改定に向けたエビデンスに基づく分析と政策提⾔」を発表しました。この提言は、WBAの「企業人権ベンチマーク（CHRB）」による日本企業と世界の同業他社との比較に基づくエビデンスと、企業が人権侵害の申し立てに実際にどのように対応しているかを示すBHRRCの事例研究に基づき、NAPの強化と、国際的人権基準に沿った企業行動を促進するための具体的な提案を盛り込んでいます。定量的・定性的な両面から、日本のNAPの進展を評価し、人権デューディリジェンスにおける継続的な課題を特定するとともに、より明確な政策的方向性の必要性を浮き彫りにしています。

このような背景のもと、WBA、BHRRC、ヒューマンライツ・ナウ（HRN）は、以下を目的としてウェビナーおよびマルチステークホルダーパネルを開催します：

• 政策提言の主要なデータと分析を紹介する
• 具体的なエビデンスとマルチステークホルダーの視点を提供し、提言が改訂プロセスに反映されるようにする

Advancing human rights due diligence in Japan

Dialogue and recommendations for Japan’s upcoming National Action Plan on Business and Human Rights (NAP)

Context

As multinational corporations expand their global reach, the need for robust, mandatory human rights due diligence legislation becomes increasingly urgent. Japan, home to some of the world’s largest and most influential companies, holds a significant role in this landscape. Building on Japan’s first National Action Plan on Business and Human Rights (NAP) and the 2022 Guidelines on Respecting Human Rights in Responsible Supply Chains, the revised NAP (2.0) comes at a pivotal moment, as global expectations for responsible business conduct continue to rise.

In August 2025, the World Benchmarking Alliance (WBA) and the Business and Human Rights Resource Centre (BHRRC) developed a policy note with recommendations for Japan’s revised NAP, offering targeted proposals to strengthen the NAP and support stronger corporate alignment with international human rights standards.  The note combines WBA’s Corporate Human Rights Benchmark (CHRB) data, which provides a comparative evidence base on how Japanese companies perform against global peers, with BHRRC case studies that how companies respond to human rights allegations in practice. Together, these quantitative and qualitative insights evaluate Japan’s progress since NAP 1.0, identifies persistent gaps in human rights due diligence (HRDD), and highlights the need for clearer policy direction.

In this context, WBA, BHRRC and Human Rights Now (HRN) will host a webinar and multi-stakeholder panel, aiming to:

• Present key data and insights from the recently published policy note.
• Feed into the ongoing revision of NAP with concrete evidence and multi-stakeholder perspectives, ensuring recommendations inform and strengthen the process.
• Raise awareness and understanding of the gaps, challenges and opportunities regarding the advancement of responsible business conduct in Japan.
• Foster dialogue across different stakeholder groups – business, financial institutions, and civil society – and identify key opportunities, learnings, and examples of good practice that can support further progress on business and human rights in the country.

Kassidy Huang

研究と公共政策の交差点で活動し、持続可能な開発目標（SDGs）に沿った持続可能な政策枠組みの推進に取り組む。企業人権ベンチマーク（CHRB）を含む、企業の責任に関するベンチマークの策定に携わり、その成果を新たなサステナビリティおよび政策枠組みに反映。研究と政策分析における豊富な専門知識を活かし、データを投資家、政策立案者、ステークホルダーにとって行動可能な知見へと変換している。オックスフォード大学で公共政策の修士号を取得。

Kassidy Huang works at the intersection of research and public policy to advocate for sustainable policy frameworks aligned with the Sustainable Development Goals. She contributes to the development of benchmarks on corporate responsibility, including the Corporate Human Rights Benchmark (CHRB), and leverages this work to inform emerging sustainability and policy frameworks. With extensive expertise in research and policy analysis, she translates data into actionable insights for investors, policymakers, and stakeholders. Kassidy holds a master’s degree in Public Policy from the University of Oxford.

小園杏珠 (Anju Kozono)

2023年7月に現職に着任し、日本における調査とアウトリーチを担当。前職では、日本を拠点とする国際人権団体ヒューマンライツ・ナウ（HRN）のプロジェクト・コーディネーターとして、国連ビジネスと人権に関する指導原則（UNGPs）に沿った責任ある企業活動の推進に向け、市民社会組織、政府、多国籍企業などと協働。英国エセックス大学にて国際人権法および経済法の法学修士号（LL.M）を取得。

Anju joined the Resource Centre in July 2023. She is responsible for research and outreach in Japan. Previously, she was a project coordinator of Human Rights Now (HRN), an international human rights organisation based in Japan, promoting responsible businesses in accordance with the UNGPs with CSOs, governments, multinational corporations and so on. Anju holds an LL.M in International Human Rights and Economic Law from the University of Essex (the United Kingdom) .

小川隆太郎 (Ryutaro Ogawa)

弁護士。労働事件、行政訴訟事件、入管・難民事件などを専門とする。２０２２年より認定ＮＰＯ法人ヒューマンライツ・ナウ（ＨＲＮ）事務局長。その他、国際人権法学会理事、日本弁護士連合会国際人権条約ＷＧ自由権規約担当事務局次長、全国難民弁護団連絡会議 世話人などを務める。

Ryutaro is a lawyer specializing in labor disputes, administrative litigation cases, immigration, and refugee matters. Since 2022, he has been serving as the Secretary-General of the certified nonprofit organization, Human Rights Now (HRN). He is also a Deputy Secretary-General in charge of the International Covenant on Civil and Political Rights in the International Human Rights Treaties Working Group under the Japan Federation of Bar Associations, a board member of The International Human Rights Law Association and a coordinator for the Japan Lawyers Network for Refugees, etc.

河合若葉 (Wakaba Kawai)

野村アセットマネジメント責任投資調査部にて責任投資、ESGに関する取り組み強化と推進を担う。外国株式に関する議決権行使やエンゲージメント、ESG調査と運用調査へのインテグレーション、責任投資に係わる情報発信ならびに対外活動などが中心の業務。外部のESG関連イニシアティブや協働エンゲージメントにも積極的に参加し、ネットワークの構築を図る。
国内の投信投資顧問会社、外資系アセットマネジメント会社におけるアジア株の運用業務を経て、2005年に野村アセットマネジメントに入社。2009年7月～2020年3月までシンガポール拠点にてアジア株の運用を担当。2020年4月より現職。

In the Responsible Investment Department of Nomura Asset Management, Ms. Wakaba Kawai is responsible for strengthening and promoting initiatives related to responsible investment and ESG. Her main responsibilities include the exercise of voting rights and engagement on foreign stocks, integration of ESG research and investment research, dissemination of information related to responsible investment, and external activities. She also actively participates in external ESG-related initiatives and collaborative engagements to build a network.
After working for a Japanese investment trust management company and a foreign asset management company managing Asian equities, she joined Nomura Asset Management in 2005. From July 2009 to March 2020, she was in charge of Asian equity management at the Singapore office. She has been assuming her current position since April 2020.

溝内　良輔 (Ryosuke Mizouchi)

キリンホールディングス（株）アドバイザー。2017年～2024年常務執行役員CSV担当。1982年キリンビール入社後、市場リサーチや海外事業担当を歴任。2022年から日本ユネスコ国内委員会委員。1988年MITスローンスクールMBA。1982年一橋大学経済学部卒。

Ryosuke Mizouchi is an Advisor at Kirin Holdings Co., Ltd. From 2017 to 2024, he served as the Chief Sustainability Officer of Kirin Group. He joined Kirin in 1982 and has experience in marketing insights and overseas businesses. He is currently also a member of the Japanese National Commission for UNESCO. He holds an MBA from the Sloan School of Management, MIT (1988), and a BA in Economics from Hitotsubashi University (1982).
