HRN releases “Report on a Survey on Legislative Implementation of a Human Rights Due Diligence Mandate”

Human Rights Now together with the Business and Human Rights Resource Center, conducted a survey on the enactment of a law requiring the implementation of human rights due diligence (HRDD) from October 2023. The survey revealed that 70% of the responding companies and organizations thought that such legislation was desirable.

A report was originally released at a press conference in Tokyo on 19 December 2023 summarizing the responses on the prevention and redressing of serious human rights violations that cross national borders and spread domestically and internationally. An English translation of the report was released on 11 January 2024.

In light of the current international situation, such as the agreement on December 14 to implement a EU directive on HRDD as well as the competitive environment for companies internationally, we appealed to the Japanese government to immediately draw up a bill to enact human rights DD legislation and begin deliberations in the Diet.

The English translation of the HRDD survey report is below and is also available in pdf format from the below link. Also available in pdf format is an appendix of the report where all of the responses of the surveyed companies and organizations are written. The original Japanese version of the report is available on our Japanese site here.
