Report on Justice For Victims and Fundamental Issues in the ECCC
Human Rights Now (HRN) has published a report regarding victims’ rights to effective remedy, ‘Justice For Victims – Fundamental Issues for the Extraordinary Chambers in the Courts of Cambodia‘, is based upon the United Nations Basic Principles and Guidelines to realize victims’ participation in the court.
In contrast to the International Criminal Court, the Khmer Rouge Court Establishment Act does not guarantee victim participation in the courts. This report concludes that both Cambodian law and international law require this participation and it is also possible to realize this requirement from a practitioners perspective.
HRN believes that the Khmer Rouge court should be a foundation for achieving justice that will lead to promotion of national reconciliation and real peace building in Cambodia.
