HRN has sent an open letter addressed to Japan’s Foreign Minister requesting the Japanese government to participate in the Vienna Conference on Protecting Civilians in Urban Warfare on 1-2 October 2019.
The goal of the conference is discuss ways of protecting civilians from the explosive weapons in populated areas (EWIPA) and in particular to discuss a Political Declaration on EWIPA.
