The Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of health to the United Nations Human Rights Council, Mr. Anand Grover is visiting Japan from March 20-22, 2014.
In November 2012, Mr.Grover visited Tokyo, Fukushima and Sendai to conduct hearings with stakeholders and people affected by the March 11, 2011 disaster. His recommendations were submitted to the UN HRC in May 2012. These recommendations called on the Japanese Government to make drastic and concrete policy changes based on a foundation of human rights, including considerations of the effects of low-level radiation, and the standard currently set of 1mSv/year. These recommendations focus particularly on protecting the health of children, infants and pregnant women, as the members of the population most susceptible to the effects of radiation.
At this study session, Mr. Grover will share more information regarding his recommendations, and we will consider practical measures to be taken for health and supporting those affected by the nuclear disaster, from the perspective of human rights.
We hope that many Diet members, citizens, media representatives and more will join us for this opportunity to learn from Mr.Grover’s recommendations and implement these for improvement of health policy and the law to support survivors of the Fukushima nuclear disaster.
