{"id":98,"date":"2011-02-28T14:26:41","date_gmt":"2011-02-28T05:26:41","guid":{"rendered":"http:\/\/test.hrn.or.jp\/?p=98"},"modified":"2023-10-25T09:44:57","modified_gmt":"2023-10-25T00:44:57","slug":"libya-hr-violations-statement","status":"publish","type":"post","link":"https:\/\/hrn.or.jp\/eng\/news\/2011\/02\/28\/libya-hr-violations-statement\/","title":{"rendered":"Statement on gross human rights violation in Libya"},"content":{"rendered":"<p><strong>\u3010Statement on gross human rights violation in Libya\u3011<br \/><\/strong>Human Rights Now(HRN), a Tokyo based international human rights NGO<br \/>expresses grave concern on gross and systematic violations of human<br \/>rights in Libya.<\/p>\n<p>Numerous credible sources report that Libyan&nbsp; Government lead by<br \/>Colonel Muammar Al-Qadhafi continues indiscriminate and deadly attacks<br \/>and use of lethal weapons against peaceful protestors. According to<br \/>the UN, it is estimated more than 1000 civilian have been killed by<br \/>Libyan state authorities and many credible report supports the<br \/>estimation.<\/p>\n<p>HRN strongly condemned these gross human rights violations and urge<br \/>top leaders of Libya immediately end these human rights violations.<\/p>\n<p>HRN recognizes that the Security Council immediate responded to the<\/p>\n<p>situation. On 26th February, the Council unanimously adopted the<br \/>resolution on&nbsp; including armed embargo against Libya, targeted<br \/>sanction measure such as the freezing of financial asset and travel<br \/>ban against the top leaders in Libya, and the referral of the<br \/>situation in Libya to the International Criminal Court.<\/p>\n<p>HRN requests ICC prosecutor to commence without delay its<br \/>investigation for the international crime, in particular crimes<br \/>against humanity in Libya.<\/p>\n<p>The Human Rights Council also adopted the resolution S-15\/L1, by consensus<br \/>without a vote, and&nbsp; the resolution&nbsp; calls to dispatch an independent,<br \/>international commission of inquiry to Libya to investigate all<br \/>alleged violations of international human rights law in the country.<br \/>The efforts to investigate the human rights violations shall be<br \/>concerted&nbsp; and reinforced each other in order to discharge respective<br \/>mandates despite the deteriorating&nbsp; situation.<\/p>\n<p>HRN also requests, with human rights NGOs across the world, the<br \/>General Assembly to adopt a resolution suspending Libya&#8217;s membership<br \/>rights in the Human Rights Council immediately in accordance with the<br \/>GA Resolution 60\/251.<\/p>\n<p>Lastly, HRN stresses that all governments which encounter peaceful<br \/>protest within their jurisdictions must prevent themselves from use of<br \/>violence and other repressive measure against civilians, and respect<br \/>freedom of expression, assembly and associations of civilians.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u3010Statement on gross human rights violation in Libya\u3011Human Rights Now(HRN), a Tokyo based international human rights NGOexpresses grave concern on gross and systematic violations of humanrights in Libya.
