Participants emphasized that scientific evidence remains essential in informing policy discussions and supporting multilateral disarmament initiatives.

Opening interventions highlighted the importance of establishing an evidence-based understanding of nuclear war impacts across local, regional and global levels. Speakers noted that the Panel has been tasked with examining the physical effects and societal consequences of nuclear conflict, including climatic disruption, radiological contamination, environmental degradation, public health implications and impacts upon food systems and economic stability.

Particular attention was devoted to the anticipated humanitarian consequences of nuclear detonations. Experts referred to existing research indicating that even a limited nuclear exchange could generate severe atmospheric effects, reduce agricultural productivity and create widespread food insecurity extending beyond directly affected regions. Delegates observed that these findings reinforce longstanding concerns regarding the catastrophic humanitarian impact of nuclear weapons.

Several participants stressed the need for interdisciplinary cooperation in the Panel’s future work. It was proposed that expertise from climate science, epidemiology, environmental studies, economics, public health and international security should be integrated to ensure comprehensive assessments. The inclusion of indigenous perspectives affected communities and younger researchers was also encouraged in order to broaden engagement and improve policy relevance.

Representatives from civil society organizations welcomed the stakeholder consultation process and underscored the value of transparency and open scientific dialogue. They called for regular engagement between the Panel and external experts, noting that inclusive consultation would strengthen both credibility and public awareness.

Discussion further focused on the potential policy applications of the Panel’s findings. Participants suggested that scientific assessments could contribute to risk-reduction measures, confidence-building initiatives and future disarmament negotiations. Several interventions highlighted the continued importance of the Treaty on the Non-Proliferation of Nuclear Weapons and wider multilateral frameworks in advancing nuclear restraint and international security.

The role of the United Nations was repeatedly emphasized throughout the consultation. Delegates noted that the Organization remains uniquely positioned to facilitate dialogue between scientific communities and Member States while promoting evidence-informed policymaking.

In concluding remarks, participants expressed support for the continued work of the Independent Scientific Panel and welcomed future opportunities for stakeholder engagement. The consultation demonstrated a shared commitment to ensuring that scientific knowledge informs international efforts aimed at reducing nuclear risks and advancing the long-term objective of a world free from nuclear weapons.

The event reaffirmed that credible scientific analysis remains indispensable to understanding the full consequences of nuclear conflict and to shaping effective multilateral responses.

Report on the Side Event to the NPT Review Conference: “Independent Scientific Panel on the Effects of Nuclear War – Stakeholder Consultation” United Nations Headquarters, New York 30 April 2026 On 30 April 2026, the side event to the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) entitled “Independent Scientific Panel on the Effects of Nuclear War – Stakeholder Consultation” was convened at United Nations Headquarters as part of ongoing international efforts to strengthen understanding of the humanitarian, environmental and socio-economic consequences of nuclear conflict.
