As such, the visit<br \/>\nrepresents a positive evaluation of Japan and the attitude to the UN High<br \/>\nCommissioner for Human Rights of the Japanese Ministry of Foreign Affairs.<br \/>\nIdeally it also represents a positive evaluation of Japanese Human Rights<br \/>\nprotection and promotion in the international community.<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">\u2028\u2028Kazuko Ito,<br \/>\nSecretary-General of Human Rights Now (Tokyo), an NGO promoting human rights<br \/>\nissues, noted on the occasion of the return of Louise Arbour to Japan, that the<br \/>\ngovernment of Japan will be unable to actually protect human rights in a world<br \/>\nin which the people&#8217;s human rights are violated, despite the fact that Human<br \/>\nRights diplomacy is an important cornerstone of the diplomatic policy of the<br \/>\ngovernment of Japan. She pointed specifically to the need to intensify talks<br \/>\nand diplomatic policies on Human Rights with the Asian countries, the need to<br \/>\nrestore Japan to among the top 10 countries voluntarily contributing to the UN<br \/>\nHigh Commissioner for Human Rights, the necessity to improve the internal human<br \/>\nrights situation according to the counsel of the UN Committee for the Human<br \/>\nRights, and the importance of accepting petitions from individuals who claim<br \/>\nrights under Human Rights treaties.\u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">The Ministry of Foreign Affairs announced<br \/>\non the 17th (Wed) that the visit by Louise Arbour, the UN High Commissioner for<br \/>\nHuman Rights, is expected to intensify the relationship with the office of the<br \/>\nUN High Commissioner for Human Rights, with specific discussions covering the<br \/>\nreform of the UN in terms of Human Rights and the efforts for Human Rights<br \/>\nissues in the international community, including North Korea.\u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Japan should<br \/>\nencourage more aggressive discussion of the Human Rights issue as a member of<br \/>\nthe UN Human Rights Council, which was established last year, and should also<br \/>\nparticipate in the activities of the UN High Commissioner for Human Rights.<br \/>\nJapan made a voluntary pledge (refer to<br \/>\nhttp:\/\/www.mofa.go.jp\/mofa\/gaiko\/jinken_r\/koken.html) on the election of the UN<br \/>\nHuman Rights Council. Japan pledged to deal with the Human Rights violations,<br \/>\nincluding massive and systematic violations as a member of Council. We expect<br \/>\nJapan to urge the effective and fair activity by the UN Human Rights Council<br \/>\nand also to promote its voluntary pledge by working to protect and promote<br \/>\nHuman Rights in Asian countries.\u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">The above-mentioned voluntary pledge<br \/>\nindicates that Japan has been having talks on Human Rights issues with more<br \/>\nthan ten countries, and mentions that Japan will cooperate with the UN High<br \/>\nCommissioner for Human Rights and NGOs. However, it is not explained exactly<br \/>\nhow the talks on Human Rights will help to improve the people&#8217;s current<br \/>\nsituation, particularly those who are actually having their human rights<br \/>\nseriously violated. The government of Japan should cooperate closely with the<br \/>\nUN High Commissioner for Human Rights and NGOs to ensure that people&#8217;s Human<br \/>\nRights are protected on a more practical level. \u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Meanwhile, the government of<br \/>\nJapan is scheduled for talks on provisions for Human Rights in the<br \/>\ninternational community, including North Korea. Although it is already common<br \/>\nknowledge that the Human Rights situation in North Korea is extremely serious,<br \/>\nthere are also serious violations of Human Rights in countries, which have<br \/>\nstrong relations with Japan, such as Myanmar, Cambodia and the Philippines. Japan<br \/>\nshould talk more aggressively and involve itself more closely in Human Rights<br \/>\nsituations in those countries in order to stop the suffering of the people.<br \/>\nWhile it is important to discuss truly effective measures to improve the Human<br \/>\nRights situation in North Korea in cooperation with international organizations<br \/>\nand NGOs, including the office of the UN High Commissioner for Human Rights,<br \/>\nthe measures taken should not result in violating the basic Human Rights of<br \/>\npeople living in Japan and the basic Human Rights of people living in North<br \/>\nKorea, including the rights to food and life.\u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Furthermore, Japan committed<br \/>\nitself to cooperating with the treaty bodies duly. However, the activities of<br \/>\nthe government of Japan are not sufficient at this point. Even though Japan has<br \/>\nalready received counsels from the Human Rights Committee, Social Rights<br \/>\nCommittee, the Committee on the Elimination of All Forms of Racial<br \/>\nDiscrimination, the Committee on the Elimination of Discrimination against<br \/>\nWomen, and the Children&#8217;s Rights Committee, when examining the government&#8217;s<br \/>\nreports, most of them have not been improved yet. For instance, the Committee<br \/>\npronounced with regret that the counsels issued after the third examination<br \/>\nwere mainly not implemented at the fourth examination for the government report<br \/>\n(in November, 1998, CCPR\/C\/79\/Add.102). The government of Japan should<br \/>\nsincerely accept the counsel of each treaty body and put utmost care into<br \/>\nensuring the implementation of each. Considering that the system of reporting<br \/>\ncomplaints by individuals allowed in the treaties for Human Rights are not<br \/>\naccepted, this is an important subject, which has not been addressed. The measures<br \/>\nare strongly expected to be undertaken in 2007 as part of the government&#8217;s<br \/>\nprofessed Human Rights Diplomacy initiative. \u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Lastly, although the government<br \/>\nof Japan committed in a voluntary pledge to strengthen cooperative relations<br \/>\nwith the office of the UN High Commissioner for Human Rights, there has been a<br \/>\ncut in financial contributions to the office of the UN High Commissioner for<br \/>\nHuman Rights year after year. Therefore, it is necessary to take a drastic<br \/>\ncourse. In response to the interview with Kyodo News this month (see<br \/>\nhttp:\/\/asia.news.yahoo.com\/070117\/kyodo\/d8mn61a81.html), Louise Arbour, the<br \/>\nHigh Commissioner, said &#8220;Japan used to always be a very important donor country<br \/>\nfor the office of the UN High Commissioner for Human Rights&#8221; and &#8221; It is very<br \/>\nimportant that Japan contributes&#8230; expressing concerns and commitments on the<br \/>\nHuman Rights issue.&#8221;<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">\u2028\u2028Taro Aso, Minister of Foreign Affairs, pronounced on<br \/>\nNovember 30, 2006 that Japan will conduct a diplomatic policy respecting Human<br \/>\nRights. Following the Human Rights diplomacy initiative, which is one of the<br \/>\nmost important diplomatic policies of 2007, the Ministry of Foreign Affairs<br \/>\nmade a voluntary pledge as stated above at the UN Human Rights Council to<br \/>\nsupport the office of UN High Commissioner for Human Rights.<\/font><\/span><span lang=\"JA\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">\u3000<\/font><\/span><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Despite the declaration of this resolution, Japan which was one of<br \/>\nthe top 10 donor countries, contributing US$1,624,000 in 2000, reduced this<br \/>\ncontribution level by half to US$812,000 in 2001. \u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Then the contribution was<br \/>\ndrastically reduced by 1\/10 of its 2000 level to US$166,397 (21st), US$166,397<br \/>\n(20th) and US$160,396 (20th) respectively in 2004, 2005, and 2006. It is merely<br \/>\n0.2% of the total voluntary contribution for the office. The important role<br \/>\nplayed by the UN High Commissioner for Human Rights is dependant on the support<br \/>\nit receives from each member country. We expect that Japan will re-examine this<br \/>\nattitude, expressing the necessary support to meet its resolution declaration<br \/>\nupon the occasion of the visit of Louise Arbour, the High Commissioner, and<br \/>\nwill make efforts to return to the top 10 donor in 2008, at least.\u2028\u2028<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">Japan has<br \/>\nbeen recognized as an economic power for a long time in the international<br \/>\ncommunity. Recently, the contribution to the Human Rights field has become<br \/>\nnoticeable. Human Rights Now welcomes this movement. However, why do human<br \/>\ncrises still occur? Japan should be able to contribute to the world to resolve<br \/>\nthe violations of Human Rights caused by the humanitarian issues.<\/font><\/span><\/p>\n<p class=\"MsoNormal\"><font class=\"Apple-style-span\" color=\"#000000\" size=\"5\"><span class=\"Apple-style-span\" style=\"font-size: 17px;\"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \"><br \/><\/font><\/span><\/font><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\" style=\"font-size: 13pt; color: black; \"><font class=\"Apple-style-span\" style=\"font-size: 0.8em; \">\u2028\u2028Kazuko Ito,<br \/>\nSecretary General of HRN said &#8220;Japan should be a country to lead the<br \/>\ninternational community in Human Rights in the future. We expect the visit by<br \/>\nArbour, the UN High Commissioner, will be a step to accelerate this trend&#8221;. She<br \/>\nalso stated that &#8220;It is necessary to cooperate and support usefully and<br \/>\nfinancially to the UN High Commissioner when she makes efforts to improve the<br \/>\nsituation of Human Rights over the world, and to urge especially the Asian<br \/>\ncountries to strengthen the function of the UN Human Rights Council.
