Human Rights Now is concerned about the housing situation of affected people, over 50,000 of whom remain officially evacuated.<\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">In recent<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> years, Japan\u2019<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">s government<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> has been lifting evacuation orders in areas where public exposure to radiation is permitted up to 20 millisieverts per year, <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">much<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> higher than the recommended international standard of 1 millisievert per year and ending compensation payments to evacuees from these areas.<\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">At the end of March 2017, the prefectu<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">r<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">al government also <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">ended<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> housing support for the 32,000 self\u2011evacuees <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">living<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> outside of government\u2011designated evacuation zones and it may stop providing free housing to over 5,000 more households by March 2019.<\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">Th<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">is <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">decisions create financial pressure for displaced persons to return to their housing areas <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">with potentially high radiation exposures<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">. This is inconsistent with principle 15(d) of the UN Guiding Principles on Internal Displacement, principle 8 of the Pinheiro Principles, and and has been criticized by the Special Rapporteur on the right to health Anand Grover, the Human Rights Committee and several states <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">under<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> Japan\u2019s latest UPR. <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">The Special Rapporteur on Adequate Housing\u2019s recent report also calls on states to meet the needs of displaced populations with strategies that include participation in housing decisions.<\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">Madam Vice-President,<\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">Human Rights Now calls on the government of Japan to provide necessary financial and housing support to evacuees as long as needed to ensure their ability to freely choose where to live <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">and <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">without pressure to return to unsafe areas. We also <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">urge the government to<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\"> invite the Special Rapporteur on adequate housing to visit Japan to examine evacuees\u2019 housing situation <\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">without further delay<\/span><\/span><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">. <\/span><\/span><\/p>\n<p class=\"western\" lang=\"en-GB\" align=\"justify\"><span style=\"font-family: Heuristica, 'Times New Roman';\"><span style=\"font-size: medium;\">Thank you.<\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 1st March 2018, Human Rights Now gave an oral statement on the\u00a0Situation of the People Affected by the Fukushima Nuclear Disaster at the 37th\u00a0Session of the Human Rights Council in Geneva.
