\nNow, a Tokyo based international human rights organization expresses its deep
\nconcern about the human rights situation in the Tibetan Autonomous Region and
\nother regions where Tibetans reside. <\/span><\/p>\n

\n\u00a0<\/span>The government condemns the
\nprotest as clearly criminal, and it underscores the legitimacy of its crackdown.<\/span><\/p>\n
\nexile group reported that 130 citizens and monks were killed during the
\ncrackdown. \u00a0<\/span>While the exact number
\nof persons killed or injured is not clear, based on a video depicting citizens being
\nforcibly taken by the authorities and pictures of the dead bodies of Tibetans, Human
\nRights Now recognizes that a substantial number of persons were killed, injured,
\nand forcibly taken by the Chinese authorities.\u00a0 <\/span>Thousands of Tibetans have also been detained in relation to
\nthe situation. <\/span><\/p>\n
\nNow recognizes that the Chinese Authority’s crackdown causing the death and
\ninjury of many people is a serious violation of the rights to life and freedom,
\nwhile it deplores the violent acts committed by Tibetans.<\/span><\/p>\n
\nassociation should be respected. \u00a0<\/span>Peaceful
\ndemonstrators must never be arbitrarily detained or tortured. <\/span><\/p>\n
\nRights Council <\/span>should
\ntake an immediate response to the Human Rights Situation in Tibet in its 7th<\/sup>
\nSession.<\/span> \u00a0<\/span><\/span>We call upon
\nthe Council<\/span><\/p>\n
\n<\/span><\/span><\/span>to immediately convene <\/span>a Special Session on
\nthe urgent human rights Situation in the Chinese <\/span>Tibetan Autonomous
\nRegion,<\/span><\/p>\n
\nan independent fact finding team with <\/span>the involvement of the \u00a0<\/span>relevant UN Special Rapporteurs.<\/span><\/p>\n
\ncall upon the Chinese Government<\/span><\/p>\n
\n<\/span>to respect international norms of human rights, such as the Universal
\nDeclaration of Human Rights and the ICCPR, in particular, to respect the freedom
\nof expression, assembly and association exercised by Tibetans, <\/span><\/p>\n
\n<\/span>to refrain from all use of force and arrest against peaceful
\ndemonstration,\u00a0\u00a0 <\/span><\/span><\/p>\n
\n<\/span>to immediately release those arbitrarily detained related to the
\nprotest, <\/span><\/p>\n
\n<\/span>to disclose the names and place of detention of all those detained
\nrelated to the protest, and to adhere to the absolute prohibition of torture,<\/span><\/p>\n
\n<\/span>to adhere to the <\/span>Code of Conduct for Law Enforcement Officials
\nand the <\/span>UN <\/span>Basic
\nPrinciples on the Use of Force and Firearms by Law Enforcement Officials,<\/span><\/p>\n
\n<\/span>to allow future investigations authorized by the United Nations, and to allow
\nall media access to Lhasa.<\/span><\/p>\n
\n<\/span><\/span>We
\ncall upon the Japanese government, as a neighboring country, <\/span><\/p>\n
\n<\/span>to actively engage the situation, in particular, by having serious
\ndialogue with the Chinese government to address the situation.<\/span><\/p>\n
