Women have been<br \/>\ndually discriminated by caste and gender. In addition, there has been<br \/>\nviolence due to recent neo-liberal economic policies, which has been a<br \/>\nmajor problem against women. There are a number of women who hesitate<br \/>\nto bear girls since social status of women is considered to be low.<br \/>\nStatistics also shows that discrimination and violence against women<br \/>\nhas been deeply rooted. <br \/>Anti-domestic violence law enacted in 2005<br \/>\ncovers physical, mental and economic violence against women<br \/>\ncomprehensively and guarantees women&#8217;s rights to live in security and<br \/>\ndignity. Anti-domestic violence law stipulates that the government has<br \/>\nresponsibility to ensure women&#8217;s rights to live in security and this<br \/>\nlaw is a great tool which women&#8217;s movement has obtained in <st1:country-region w:st=\"on\"><st1:place w:st=\"on\">India<\/st1:place><\/st1:country-region>. <br \/>From an international point of view, the current situation in <st1:country-region w:st=\"on\"><st1:place w:st=\"on\">India<\/st1:place><\/st1:country-region><br \/>\nis far from the Millennium Development Goals (MDGs), in terms of<br \/>\ncorrection and reduction of sexual discrimination and poverty. However,<br \/>\nJAGORI does not have a pessimistic view about the situation of women&#8217;s<br \/>\nmovement but has a very positive one. Recently, there has been an<br \/>\nincrease in the number of independent women&#8217;s groups, which have no<br \/>\nassociation with political parties. More women&#8217;s voices have been heard<br \/>\nin society. There has been a great advance in women&#8217;s presence in<br \/>\neconomic sphere and more girls have had learning opportunities. They<br \/>\nare all achievements of women&#8217;s movement. <br \/>Women&#8217;s movement has<br \/>\nconducted their campaigns in various ways. JAGORI, which has marked the<br \/>\n25th anniversary of its establishment, has appealed for women&#8217;s rights<br \/>\nin creative ways as well as in print campaign. Ms. Rao talked to<br \/>\nvarious people from Japanese organizations about an issue about how men<br \/>\ncan get involved in women&#8217;s movement. At the individual level, men&#8217;s<br \/>\nparticipation in childcare is important, nevertheless, it is very hard<br \/>\nfor Indian men who consider household chores and childcare as women&#8217;s<br \/>\nwork to take part in childcare. JAGORI is in the process of trial and<br \/>\nerror to improve men&#8217;s awareness as regards gender equality. <br \/>At<br \/>\nthe village and local community levels, men&#8217;s participation in women&#8217;s<br \/>\nmovement is desirable. Men should accept that in the local community,<br \/>\nsisters, mothers, wives and women in the neighbourhood fight against<br \/>\nviolence against women. There has been a significant rise in the number<br \/>\nof men&#8217;s organizations which deal with violence against women recently.<br \/>\n<br \/>The greatest challenge JAGORI has faced is conventional prejudice<br \/>\nagainst women. The perception is deeply rooted in tradition and it is<br \/>\nnot easy to change it. <br \/>In order to achieve equality in society, it<br \/>\nis inevitable to talk about gender equality. The change has to be<br \/>\nrecognized as positive one for both men and women and JAGORI has been<br \/>\ngetting the message out to the public. In future, JAGORI is going to<br \/>\nincrease women&#8217;s participation and to raise awareness of women&#8217;s rights<br \/>\nin society. <\/p>\n<p>Ms. Ito, Secretary General of Human Rights Now<br \/>\nand a facilitator of this discussion, said in the beginning &#8216;While the<br \/>\npresent situation in <st1:country-region w:st=\"on\">India<\/st1:country-region> is shocking, there are a lot to learn from very active women&#8217;s movement in <st1:country-region w:st=\"on\"><st1:place w:st=\"on\">India<\/st1:place><\/st1:country-region>.&#8217;<br \/>\nShe also introduced a project of HRN about violence against women and<br \/>\nannounced the completion of the report of the HRN fact finding mission<br \/>\nin <st1:country-region w:st=\"on\"><st1:place w:st=\"on\">India<\/st1:place><\/st1:country-region> for September 2008. <\/p>\n<p><v:shape id=\"_x0000_i1027\" style=\"width: 150pt; height: 150pt;\" alt=\"\" type=\"#_x0000_t75\"><v:imagedata o:href=\"http:\/\/www.ngo-hrn.org\/eng\/img\/7472.jpg\" src=\"file:\/\/\/C:%5CDOCUME%7E1%5CRyoko%5CLOCALS%7E1%5CTemp%5Cmsohtml1%5C01%5Cclip_image003.jpg\"><\/v:imagedata><\/v:shape><br \/>Ms.<br \/>\nYoko Hayashi, a member of Committee on the Elimination of<br \/>\nDiscrimination against Women, outlined the ratification progress of the<br \/>\nConvention on the Elimination of all Forms of Discrimination against<br \/>\nWomen, which marked the 30th anniversary, and the history of<br \/>\ninternational efforts for elimination of violence against women. She<br \/>\nalso mentioned an issue of complex discrimination which women with<br \/>\ndifficulties such as status of immigrant workers and refugees,<br \/>\ndiseases, poverty and so forth. There are more barriers for those women<br \/>\nto restore their rights than ones for women with little difficulty. She<br \/>\npointed out it is necessary to provide special treatment for those<br \/>\nwomen, depending on demands of each woman, rather than perfunctorily<br \/>\nequal treatment for all women. <br \/>She noted that under the Optional<br \/>\nProtocol to the Convention on the Elimination of all Forms of<br \/>\nDiscrimination against Women, states have responsibility to prevent and<br \/>\ninvestigate violence against women, and prosecute and punish those<br \/>\nresponsible, and make reparation for victims of the violence. In <st1:country-region w:st=\"on\"><st1:place w:st=\"on\">Japan<\/st1:place><\/st1:country-region>,<br \/>\nit is difficult for women to raise voices in protest especially when<br \/>\nthey suffer violence from men close to them. Measures to support those<br \/>\nwomen are still insufficient. This is not just a problem for Japan but<br \/>\nalso ones for many states in the world.<br \/>She also raised an issue<br \/>\nabout to what extent women can unite together just because they are<br \/>\nwomen, in spite of difference in context in which they live,<br \/>\nhighlighted in the problem of complex discrimination. <br \/><v:shape id=\"_x0000_i1028\" style=\"width: 150pt; height: 150pt;\" alt=\"\" type=\"#_x0000_t75\"><v:imagedata o:href=\"http:\/\/www.ngo-hrn.org\/eng\/img\/7471.jpg\" src=\"file:\/\/\/C:%5CDOCUME%7E1%5CRyoko%5CLOCALS%7E1%5CTemp%5Cmsohtml1%5C01%5Cclip_image004.jpg\"><\/v:imagedata><\/v:shape><\/p>\n<p>Ms.<br \/>\nOsaki pointed out that the goal of development is that all men and<br \/>\nwomen in the world can live their lives in a humane manner and,<br \/>\ndevelopment and human rights are inseparable and thus development has<br \/>\nto be based on the principles of human rights. There are various<br \/>\nfactors of violence against women such as power relationship between<br \/>\nmen and women, social convention, economic imbalances, delays in<br \/>\nlegislation, insufficient women&#8217;s participation and so forth. Moreover,<br \/>\nshe analysed violence against women in the perspective of development<br \/>\ncost, commenting that violence against women is not unacceptable from<br \/>\nthe viewpoint of human rights violations but also should not be<br \/>\noverlooked in terms of social costs such as influence upon female<br \/>\nvictims and care costs for those victims, socio-economic costs, and<br \/>\ncosts as barrier to accomplish the MDGs. <br \/>In respect of Japanese<br \/>\ndevelopment assistance policies, she indicated that it is a duty of<br \/>\nJapan as a donor state to enhance awareness of those costs, to<br \/>\nmainstream gender perspective comprehensively in ODA policies, budget<br \/>\nallocation and implementation of the projects, and take more measures<br \/>\nagainst violence against women. <\/p>\n<p>More issues were also widely<br \/>\ndiscussed such as problems of Japan&#8217;s ODA policies, the enforcement<br \/>\nstatus of India&#8217;s anti-domestic violence law, economic recession, and<br \/>\ninfluence of globalisation. <br \/>In closing, Ms. Rao gave a strong<br \/>\nmessage that &#8220;we need to keep on appealing, at any time and any place,<br \/>\nregardless of difference in women&#8217;s positions in society, that the<br \/>\nattitude to diminish value of women is never acceptable. We women need<br \/>\nto unite together beyond all differences.&#8221; <\/p>\n<p><v:shape id=\"_x0000_i1029\" style=\"width: 5in; height: 270pt;\" alt=\"\" type=\"#_x0000_t75\"><v:imagedata o:href=\"http:\/\/www.ngo-hrn.org\/eng\/img\/42.jpg\" src=\"file:\/\/\/C:%5CDOCUME%7E1%5CRyoko%5CLOCALS%7E1%5CTemp%5Cmsohtml1%5C01%5Cclip_image005.jpg\"><\/v:imagedata><\/v:shape><br \/>On<br \/>\nthe 14th of May 2009, prior to the symposium, Ms. Rao participated as a<br \/>\nspeaker in the 16th study session about violence against women and<br \/>\ninternational cooperation held by the female parliamentary group on<br \/>\ndevelopment headed by President Chieko Minamino, a member of the House<br \/>\nof Councillors and the Liberal Democratic Party, and Secretary General<br \/>\nYoko Komiyama, a member of the House of Representatives and the<br \/>\nDemocratic Party of Japan.
